About the State Budget Agency (SBA): 
The mission of the Indiana State Budget Agency is to achieve excellence in fiscal decision making and fiscal results on behalf of the Governor and in support of the General Assembly. The State Budget Agency facilitates the processes of revenue forecasting, budget development, and budget implementation. The Budget Agency evaluates and communicates the fiscal and policy impacts of legislative proposals with the objective of assuring best information available to decision makers. 

 

Role Overview

Serves as Procurement Agent for the State Budget Agency and approximately 20 Centralized Accounting business units, and responsible for following IDOA's procurement rules, laws and policies with respect to purchasing commodities, grants, and professional service contracts. Build grant agreements and professional services contracts. Enter and Manage key procurement process including entering requisitions, strategic sourcing events, and purchase orders.

 

Salary Statement

The salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience.

A Day in the Life:

The essential functions of this role are as follows:

  • Prepare, examine, and analyze accounting records financial reports to assess compliance with procedural standards.
  • Maintain or examine the records of government agencies.
  • Advise the appointing authority and/or controller of the status of all accounts.
  • Develop policies and procedures for general accounting and bookkeeping.
  • Oversee usage of the computerized accounting system.
  • Establish work methods and control measures for accounting/bookkeeping functions.
  • Certify the accuracy of the agency’s financial records and accounts.
  • Review reports for grant reconciliation for grant funded accounts.
  • Direct program staff in accounting matters relating to specific program funding.
  • Assist controller in budget preparation.
  • Some essential functions of this position may be performed onsite at the agency’s worksite or other assigned worksites while some essential functions of this position may be eligible for work from home authorization in accordance with policy. Remote work authorization is not automatic and is dependent upon operational needs and agency approval.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

You must meet the following requirements to be considered for employment:

  • Extensive knowledge of the theories, principles, and practices of public accounting.
  • Extensive knowledge of federal and state laws, policies, and procedures as they pertain to accounting and bookkeeping.
  • Extensive knowledge of agency organization, function, and purpose.
  • Extensive knowledge of automated accounting systems.
  • Ability to lead budget preparations.
  • Ability to direct the preparation and interpretation of complex financial statements and reports.
  • Ability to analyze and solve complex accounting problems.
  • Ability to develop new, or modify existing, accounting procedures and methods.
  • Effective communication skills. 
  • Able to perform essential functions with or without reasonable accommodation.

Supervisory Responsibilities/Direct Reports:

This role may serve as a team lead for an assigned work group.
